Minister Huang Marks His First Anniversary of Inauguration, Demonstrating Achievement and Blueprint: Building a Resilient, Secure, and Prosperous Digital Taiwan

Minister Yennun Huang reviewed the administrative results over the past year during a press conference on June 3, marking his first anniversary in office, and provided a detailed explanation of the direction for future policy. He emphasized that the Ministry of Digital Affairs (MODA) will continue to work towards the three main directions for administration: "strengthening digital resilience," "developing the digital economy," and "actively strengthening anti-fraud efforts," and is committed to leading Taiwan toward a safer, more convenient, and more prosperous digital future.

In terms of strengthening digital resilience, Minister Huang pointed out that MODA has deployed 700 non-geostationary satellite sites at important government nodes, accelerated the construction of nearly 16,000 5G base stations, and subsidized the construction of the Taiwan-Matsu No. 4 submarine cable (expected to be completed in June 2026) and offshore island microwave system. In addition, verification of the high-altitude platform station has been completed. One hundred twenty-nine government agencies have introduced the "blacklist automated deployment service." Seventy-one agencies conducted cybersecurity offense and defense exercises. The draft amendment to the Cybersecurity Management Act has completed its first reading in the Legislative Yuan. The Ministry is actively developing diverse and heterogeneous backup communication systems and strengthening information security capabilities to ensure the stability and security of Taiwan's digital infrastructure.

Minister Huang said that the Ministry would continue to strengthen the resilience of land, sea, and air communication networks, universalize the construction of communication networks, and enhance the active defense capabilities of AI, and aims to let the Cyber Security Management Act successfully pass the third reading to accelerate the cultivation of cybersecurity professionals, to increase Taiwan's digital resilience and cybersecurity capabilities effectively.

In terms of developing the digital economy, MODA utilizes five policy tools: "computing power pool, data, talent, marketing, and funding" to develop the digital economy. Minister Huang stated that MODA has established an AI computing pool comprising 40 GPUs to assist IT service providers in developing and training AI application models, and has cultivated over 4,800 AI talents. Release more than 50,000 entries of government open data to support AI training. The output value of the cybersecurity industry has exceeded NT$81.7 billion.

Minister Huang pointed out that MODA will establish a "Taiwan Sovereign AI Training Corpus," give priority to collecting high-quality Chinese corpus from government agencies, cultivate AI application talents, train AI models and assist industry partners in developing AI applications, expand the application of semiconductor equipment security standard SEMI E187 to other digital industries, deepen international cooperation, and expand the digital economy partner network.

To combat digital fraud, MODA collaborates closely with the public and private sectors to actively conduct anti-fraud operations. Minister Huang pointed out that the "Fraud Buster Website" has received over 210,000 reports in total and confirmed and removed more than 110,000 fraudulent messages. The number of high-risk investments and fraudulent advertisements has dropped significantly. In addition, MODA is implementing a name-based online advertisement system, which requires large online platforms, such as Facebook, LINE, and Google, to verify the identities of advertisers and investors. The Ministry established a third-party payment virtual account inquiry platform through industry collaboration, accumulating inquiries from over 38,000 transactions. In addition, the DNS RPZ successfully blocked over 30,000 fraudulent and spoofed websites. Over the past year, MODA has collaborated with 376 government agencies and sent over 64 million "111" government text messages to promote public awareness of anti-fraud measures. The "Fraud Buster Website 2.0" was officially launched on May 15, 2025. In the future, MODA will optimize the cross-ministerial joint defense mechanism and encourage high-risk industries to adopt commercial code text message services to further enhance the anti-fraud capabilities of all citizens.

Minister Huang emphasized that MODA has always adhered to the administrative philosophy of "people-oriented, technology is the key" to drive the nation's digital transformation and works with all sectors to realize the vision for a digital Taiwan with "trust and equality, resilience, and sustainability, freedom, and diversity, and innovative growth." The Ministry will continue to work to build the resilience of digital infrastructure and accelerate the development of the digital economy, especially in the fields of AI applications and industrial cybersecurity, and step up efforts to combat digital fraud through public-private partnerships to ensure that every citizen can enjoy a safe and convenient life in the digital world.
