MODA's Four Major Policy Initiatives Yields Remarkable Results in Taiwan's Digital Transformation

The Ministry of Digital Affairs (MODA) held a media networking session today (4th) to recapitulate four transformation achievements in 2025, namely promotion of the artificial intelligent (AI) industry development, strengthening of cybersecurity resilience, implementation of anti-fraud measures, and consolidation of digital government initiatives. Lin Yi-jing, Minister of Digital Affairs, pointed out that over the past year, MODA has gradually shifted from a traditional mindset of providing subsidy to a business management approach in promoting government affairs, allowing it to focus on resolving industry pain points. Looking ahead to 2026, MODA will continue to expand this digital momentum, transforming technological research and development into tangible economic value.

Technology-Based Fraud Prevention Measures and Expansion of the Fraud-Fighting Samaritans
In response to the public's concern about fraud, MODA proactively implements source management through technological means. The Fraud Buster System app which has been downloaded 54,000 times, received over 610,000 reports, and successfully removed nearly 300,000 illegal and fraudulent messages. MODA has asked platforms such as Meta, Google, and LINE to join the Fraud-Fighting Samaritans. Of which, Meta used the fraudulent messages reported and removed by MODA to train its AI interception system, and has successfully blocked more than 7.8 million fraudulent messages targeting Taiwan.

Building a Healthy AI Ecosystem: Precise Allocation of Five Policy Tools
Minister Lin emphasized that the software industry should transform towards generating products, and the development of AI must be implemented through the integration of five major policy tools covering computing power, data, talent, marketing, and funding.

In terms of computing power, MODA is proactively deploying underlying resources. As of the end of 2025, the GPU (graphics processing unit) computing power pool built by the Administration for Digital Industries had assisted 186 enterprises in developing at least 266 models and AI services. Furthermore, MODA also proactively coordinated with the Financial Supervisory Commission (FSC) to officially issue an interpretation letter recognizing AI computing power centers as a strategic industry. To further enhance investment incentives, MODA is keen to incorporate the construction of AI computing power in major public infrastructure projects that promote public participation. The tax expenditure assessment report has been completed and submitted to the Ministry of Finance for review, in order to increase the incentive for enterprises to participate in major national construction projects.

Regarding data, MODA released the draft “Act on Promoting the Development of Data Innovation and Utilization” in August 2025. The official Taiwan Sovereign AI Training Corpus was also launched at the end of last year. Containing more than 1.1 billion tokens, it has garnered 86,717 visits, and attracted applications from entities including TAIDE and Google DeepMind. It ensures that Taiwan has the core competitiveness to develop its own unique AI.

In terms of talent, the AI Industry Talent Guidelines were released to delineate talent measurement standards. Meanwhile, the Taiwan Artificial Intelligence Government Talent Office (TAIGTO) was established with the Directorate-General of Personnel Administration to equip civil servants with practical capabilities in operating AI.

Regarding marketing, Minister Lin emphasized that what startups need most is not government subsidies, but a large number of steady orders. Over the past year, MODA proactively organized industry matchmaking events (Demo Day), working with guilds to connect AI technology with fields such as healthcare, hospital information system (HIS), and rehabilitation technology. This will facilitate the commercialization of new products.

In terms of funding, MODA has allocated NT$10 billion to promote the Implementation Project for Strengthening Investment in AI Startups. As of February 2026, six projects have been approved, driving private investment of over NT$300 million by effectively leveraging government funding.

Strengthening National Communications and Cyber Resilience: Comprehensive Security Defense
MODA is committed to achieving the goals of no network outages, no system hacking, and no data loss. To this end, MODA completed several key deployments by 2025. In terms of cybersecurity, comprehensive protection is provided from three aspects: legal, technological, and commercial. On the legal front, the amendment to the Cyber Security Management Act has been completed; on the technology front, a comprehensive protection mechanism covering the pre-event, during-event, and post-event stages are established; on the commercial side, MODA is working with industry partners to promote the SEMI E187 Semiconductor Equipment Cybersecurity Certification Program. In terms of resilience, the depth of communication defense is enhanced from three aspects: land (fixed and mobile networks), sea (submarine cable maintenance and backup), and air (Non-Geostationary Satellite Orbit covering low-, medium-, and high-earth orbits) to ensure smooth communication under extreme conditions.

Digital Government: Design Centered on People's Needs
MODA continues to optimize public services and promote a more relevant digital government. MODA established an official registration platform for the “Cash for Everyone,” i.e., the universal cash handout of NT$10,000. Furthermore, MODA officially launched the Taiwan Digital Identity Wallet (TW DIW) App last year and began trial operation at convenience stores, allowing people to pick up packages without carrying their ID cards. The next step is to cooperate with various universities, car rental companies, ticketing companies and other businesses to provide the public with more convenient and diverse digital services. In the future, we will continue to promote an integrated process centered on “life events” to simplify administrative applications from birth to death.

Looking Ahead to 2026: Protecting Safety, Ramping up Value Creation
Minister Lin concluded by emphasizing that 2025 was a year of “deepening roots and bridging” for MODA. In 2026, it will play the role of “Digital Engine” and will help enterprises create higher economic value through policy dividends, so that the results of digital transformation can be implemented in the lives of all people.
